Q. My brother was accredited for Hajj last year and again this year but refuses to go for Hajj - despite having the means. Can someone perform Hajj Badal for a living person who is able to perform Hajj?

A: Hajj Badal (Hajj performed on behalf of someone) cannot be performed for your brother in this case. Since he has the capability, he has to perform the Hajj himself.

Hajj Badal can only be made for a person who has passed on or someone who is physically unable to perform Hajj and does not expect to recover e.g. paralysis or chronic illness that incapacitates one from undertaking Hajj.
